Local government newsletter summer 2023
Welcome to our Summer newsletter. It is a busy time of year, not least in those 80 councils where there has been a change in political control following the May elections. My colleague Claire Ward writes in this edition about some of the challenges faced by officers in dealing with change in political administration. There are also articles on exercising the shareholder function in local authority companies from my colleague Matt Marsh; Mark Cook details his thoughts on using powers and policies to make municipal enterprise a success; learning from the Local Government Pension Scheme 2022 valuation outcome from our pensions lead, Doug Mullen; Max Howarth looks at the new extended public authority biodiversity duty; Gayle Monk provides an update on the moving picture that is the Retained EU Law Bill and Rhys Baker outlines recent changes to the minimum energy efficiency standards. We hope you enjoy this edition of our newsletter. Do let us know if there are any issues you want to talk through.
Matthew Gregson, partner.
