In a further answer to prayer, however, the Local Government Act 2000 power to promote well-being has not been abolished for councils in England as Schedule 1 of the Localism Act has not yet been brought in force.
The combination of well-being plus the general power of competence will enable councils to do even more innovative things than previously heralded.
